Local Democracy, Economic Development and Construction Bill

The Government published the Local Democracy, Economic Development and Construction Bill on 5 December 2008. This wide-ranging legislation will give communities and local people new rights to have a say in their local services, strengthen local democracy, reform local and regional governance arrangements and implement measures to drive economic regeneration. The Bill will also amend current legislation to ensure prompt cash flow through construction supply chains.

Local Authority Economic Assessment Duty

The objectives of this policy are to ensure local authorities and their partners develop a sound understanding of local economic conditions to inform existing local strategies and strengthen the economic role of local authorities.

A better understanding of how local economic activity links with the wider economy will lead to more effective economic development policy at sub-regional and regional levels.

This impact assessment contains information on the different options and their effects for the implementation of a local economic assessment duty. This policy was first proposed in the review of the Sub-National Review published in July 2007.

Housing and Regeneration Act

The Housing and Regeneration Bill was laid in parliament on 15 November 2007 and received Royal Assent on 22 July 2008. It will help to deliver the commitments set out in the Housing Green Paper of July 2007 to provide more and greener homes, in mixed and sustainable communities. The Act established the Homes and Communities Agency, which focuses on delivering more new and affordable homes across all tenures and will drive and invest in regeneration. It will support regeneration and provide decent places as well as decent homes, eg by grant funding social housing and investing in infrastructure.
