The Independent Safeguarding Authority (ISA) and Vetting and Barring Scheme (VBS) were created in response to the Bichard enquiry (2002) into the deaths of Jessica Chapman and Holly Wells. The report highlighted the need for a single agency to vet all individuals who want to work or volunteer with children, young people or vulnerable adults.
The VBS came into being on October 12th 2009 and will be rolled out fully over the next five years.

Key Dates
- October 12th 2009 - Employers have a new legal duty to make referrals to the ISA. To find out more click here.
- July 2010 - New entrants and those changing roles to work with vulnerable groups can register with the ISA. To find out more click here.
- November 2010 - New entrants and those changing roles must register with the ISA before starting work.
- April 2011 - Existing workers can start to ISA-register
